The MassQEX web portal is designated by the Executive Office of Health and Human Services (EOHHS) for the secure exchange of measures data required by the MassHealth Acute Hospital Quality Performance quality reporting program.

The web portal serves as the primary resource:

  • to create and manage user accounts,
  • upload test and production data files,
  • enter aggregate ICD population data,
  • generate self-serve reports to verify data transactions, and
  • secure upload of chart records requested for data validation purposes.

The web portal expanded functions to include posting:

  • hospital case list request required for quarter data validation,
  • hospital access to MassQEX year-end measure results,
  • access to MassHealth Hospital Performance Score Reports,
  • Hospital performance thresholds in secure bulletin area, and
  • other information relevant to reporting requirements.

Customer Support

The MassQEX Help Desk is available to all registered users authorized to use the web portal. The help desk is staffed by clinical and information technology experts that provide real time technical support related to all aspects of data collection and reporting specifications, portal system requirements, and interpreting measure report results.

Important Updates

  • RY2024 CQI Technical Specifications Manual: The RY2024 EOHHS Hospital Clinical Quality Incentive (CQI) Program, Technical Specifications Manual (v2.0) will be effective beginning with Q1-2024 discharge period and is published on the Mass.gov website.
  • RY2023 CQI Technical Specifications Manual: The RY2023 EOHHS Hospital Clinical Quality Incentive (CQI) Program Technical Specifications Manual (v1.0) will be effective beginning with Q3-2023 discharge period and is published on the Mass.gov website. The RY2023 EOHHS Hospital CQI Manual Release Notes (v1.1) have been published to the Mass.gov website. Release Notes (v1.1) should be used in conjunction with RY2023 EOHHS Hospital CQI Program Technical Specifications Manual (v1.0).
